The VP, Public Affairs, Washington D.C. Office develops specific advocacy goals and objectives, working in collaboration with AAR's senior business leaders. This position will develop and execute legislative, communications, and procurement strategies to employ lobbyist and other resources to achieve AAR's federal government and legislative goals, as well as cultivate and maintain relationships with federal and legislative influencers and community advocates.
This position serves as our head of Washington, DC Federal Government Relations Office and reports directly to the SVP of Programs.

Essential duties and responsibilities:
Manages and strengthens AAR relationships with Federal officials, particularly, senior government officials to provide policy advice in support of the programs in which AAR participates.
Develop, implement and lead a strategic approach to engage business leadership with the goal of identifying and prioritizing proactive legislative initiatives that support key business objectives and drive business development opportunities; develop appropriate policy positions with business leadership to ensure consistency of messaging and coordination with the business.
Identify and advance business opportunities (also minimizing potential business threats), keep business segment leadership informed of key public policy activities and developments within the Federal, State and Local Legislative, Executive and Administrative branches.
Draft, disseminate, summarize and analyze public policy positions on key business priorities to ensure consistency of messaging and coordination throughout AAR. Develop appropriate content and deliverables as necessary including briefing materials, talking points, and leave behinds.
Oversees a team of external professionals who advocate before federal legislative leaders for legislations and policies which support the industry and programs in which AAR participates.
Works collaboratively with AAR market leadership and government to build and maintain active and effective federal and state grassroots advocacy efforts.
Overall responsibility for compliance with all Federal, State and local Lobby related requirements and filings
Coordinate lobbying efforts and review and presentation of alternative solutions to achieve business objectives with Legal and Compliance departments
Management of departmental budgets, expenditures, and oversight of deliverables for relevant tasks and projects.
Champion business development strategy internally and as appropriate, externally to clients, prospects and the aerospace and defense industry.
Evaluate prioritize and oversee management of multiple initiatives in different development stages.
Performs other duties as assigned.
Managing the successful fiscal management of the function, including meeting budgetary goals and providing accurate forecasts against goals.
Communicates on behalf of and educates AAR leadership team on federal, state and local government issues affecting AAR's business.
Ability to develop and maintain strong internal and external relationships while enhancing the company's policy and legislative positions.
Intermediate to advanced skills in Microsoft Word, Excel, PowerPoint, Outlook, and Project.
Excellent verbal and written communications skills, public speaking and interpersonal, organization and managerial skills.
Intellectual curiosity and ability to gather, assess and synthesize information from various sources.
Ability to communicate effectively and influence executive leadership and cross-functional teams.
Must be organized, detail oriented, creative, self-motivated, communicative, and have the ability to work independently and as part of a team.
Ability to represent the company with external constituents and lead/manage others in a matrixed environment.
Work in a fast-paced environment with changing priorities and working within tight timeframes and meet strict deadlines.
Ability to maintain confidentiality and discretion in business relationships.
Bachelor's or Master's degree in business administration, public policy, political science, or related field and a minimum of 10+ years of experience in financial services policy setting experience. JD is a plus.
Successful track record of being a leader in policy setting environments such as in-house at a corporation, trade association, a relevant committee on Capitol Hill or in a relevant Department or Agency.
Prior federal government, legislative, aerospace and defense industry or government contracting experience is required.
Extensive experience working with key government groups is required.
Broad knowledge of government programs and proven experience leading and managing government and regulatory affairs programs through teamwork, collaborations and open communication is required.
